For correctional officers

Two different jobs, and you need to know which one you are reading about

“Corrections” in Canada is two separate employers with two separate agreements, and almost nothing carries across between them. Advice written for one can be wrong for the other.

• Federal. The Correctional Service of Canada runs the penitentiaries — sentences of two years or more. Officers are in the Correctional Services (CX) group, represented by UCCO-SACC-CSN, which has over 7,300 members across the country, and the agreement is with the Treasury Board. One agreement, every province.
• Provincial. Each province runs its own jails and detention centres, holding remand and sentences under two years. In Ontario that is the OPSEU correctional bargaining unit — some 9,000 members covering 25 correctional facilities and 119 probation offices, plus 5 youth centres and 64 youth probation offices. It also covers probation and parole officers, nurses and social workers, not only correctional officers.

Federal overtime is time and three quarters

Not time and a half. The CX agreement states that any reference to compensation for each hour of overtime worked elsewhere in this collective agreement is at time and three quarters. If you have moved from a service paying 1½, that is a real difference on every hour and worth checking against your own pay statement.

The same rate attaches to short-notice schedule changes. Under the global agreement between CSC and UCCO-SACC-CSN, an employee whose regularly scheduled shift is changed without ninety-six hours' notice is compensated at time and three quarters for the first full shift worked on the new schedule. Four days' notice, or the shift costs the employer more — which is exactly the sort of provision worth recording your own hours against.

What counts as full time depends on where you work

In the Ontario correctional bargaining unit, full time means a minimum of thirty-six and one-quarter or forty hours a week — two different standards inside one agreement, depending on the position. If you are converting an hourly rate to an annual figure or the other way round, that choice changes the answer, and it is in the agreement rather than in any general rule about a work week.

The rotation

Federal institutions and provincial jails both run continuous rotations, most often twelve hours on a compressed cycle. Save the pattern once and the rest of the year is drawn for you, including the months you have already worked.

When the roster changes

Holdovers, swaps and short-notice changes are the norm rather than the exception. Those go on top of the saved rotation as events, so the pattern underneath stays intact and you can still see what the year actually looked like.

Outside work

Where your institution permits outside work, it is recorded the same way any other job is: under the employer who hired you, with the hours, the rate and whether the money has arrived. What is permitted is between you and your employer.

Court and training

Hearings, escorts and mandatory training all land inside the rotation. Each sits in its own category with alerts before the day.

What stays on the device
