What is a Kelly day?
A Kelly day is a scheduled day off built into a rotation so the average working week comes down to the hours the contract calls for. It is not leave and it is not a favour — it is part of the pattern, and it arrives on a fixed cycle.
Where the name comes from
It is generally traced to Edward Kelly, a Chicago mayor of the 1930s, and the arrangement his administration reached with the fire service to cut the working week without cutting cover. The name stuck far beyond Chicago and far beyond fire.
What it looks like in fire
On a 24-hour tour rotation, three platoons working one day on and two off produce a fifty-six hour average week. Inserting a scheduled day off every ninth day — the Kelly day — brings that down without changing the shape of the rotation.
What it usually means in policing
Police departments borrowed the term for something related but not identical: a recurring scheduled day off inside a rotation, often used to trim a long cycle back to the contracted average. Whether your agency calls it a Kelly day, an ADO or simply a scheduled day off, it behaves the same way — it is fixed, it repeats, and it should be on your calendar months ahead.

You will not hear this in Canada
The Kelly day is an American arrangement and the term does not travel. Ask about one on a Canadian service and you will get a blank look — not because the problem does not exist, but because it was solved a different way.
The problem a Kelly day fixes is a rotation that averages more hours than the agreement allows, so a scheduled day off is inserted to bring the average down. Canadian services handle the same arithmetic inside the compressed work week article instead: the cycle itself is built to average out. Ontario fire suppression averages 42 hours a week over a four-week period, and the schedule is designed around that number rather than corrected afterwards.
So the Canadian version of “when is my Kelly day” is really “what does my cycle average, and over how many weeks” — and the answer is in the agreement, not on a chart.
