Taking an unpaid break out of a shift in My Shift Planner
The app's published material does not describe a break deduction, and at least one reviewer says plainly that they could not find one.
What is actually documented
The listings and support pages describe shift types with names, colours and times, custom shift types you can add, overtime and leave types, and reports totalling hours. Nothing in that material describes deducting an unpaid break from a shift. A reviewer on Google Play reports being unable to take a half-hour unpaid break off an added shift.
That is not the same as the app being unable to do it — an app can do things its listing never mentions. It is what the published record supports.
The way round it
Since you can create custom shift types with your own times, the practical fix is to make the shift type as long as the paid hours rather than the elapsed hours: an eleven and a half hour tour with a half hour unpaid becomes an eleven hour type. Your reports then total paid hours, which is what you were after.
The cost is that the calendar no longer shows when you are actually at work, which matters if someone at home is reading it.

Why this comes up so often on a police roster
Because the tour and the paid time are frequently not the same number, and neither is the time you are actually unavailable.
