The counter-clockwise 2-2-1, the schedule controllers call the rattler
Five shifts inside four days — two afternoon-evenings, two mornings, and an overnight that starts the same night the second morning ended — then about eighty hours off. The FAA and its controllers’ union call it the counter-clockwise rotating 2-2-1. Controllers call it the rattler, because it comes round and bites you at the end of the week. Both sides have now agreed to get rid of it.
Two names for one schedule
Official documents call it the counter-clockwise rotating 2-2-1. That is the wording in the FAA and NATCA fatigue memorandum, in the Inspector General’s audit, and in the National Academies review. Controllers call it the rattler, and that name is not slang the way a nickname usually is — it appears in national reporting on the schedule and in coverage of the expert panel that recommended killing it. The explanation controllers give is that the schedule “turns around and bites back”.
Why it is called 2-2-1 when the calendar shows four days
The numbers count shifts, not days. Two evenings, two mornings, one midnight: 2, 2 and 1, which is five shifts. The reason only four days are shaded is that the fifth shift begins the same night the fourth one ended — off after the second morning, back that night for the midnight — so five shifts fit inside four calendar days. The name describes the sequence a controller works; the calendar shows the dates it lands on, and those two are not the same count.
“Counter-clockwise” is the other half of the name. The start times run backwards through the set — roughly 1500, then 0700, then 2300 — instead of forwards, which is the direction sleep researchers say is harder to adapt to.
What the cycle actually is
The FAA builds its rosters from three core shifts: a day shift of 0700 to 1500, an evening or swing shift of 1500 to 2300, and a midnight shift. The 2-2-1 takes five of them and fits them into four 24-hour periods: two afternoon-evenings, two mornings, and then an overnight. Each start time moves backwards, so the rest between shifts shrinks as the week runs on.
The bite is at the end. A controller finishes the second morning shift in the afternoon and comes back the same night for the midnight — on the order of eight hours between them, before commuting, and before trying to sleep in daylight. Then the schedule pays it back: roughly eighty hours off before the next set, which is exactly why it stayed popular with the people working it.
The Department of Transportation’s Inspector General, auditing FAA controller scheduling, records the agency’s three core shifts — day 0700-1500, evening or swing 1500-2300, and midnight — and sets out a generic counter-clockwise rotating 2-2-1. The audit also records that local facility management and the union negotiate a basic watch schedule annually, defined as the days of the week, the hours of the day, the rotation of shifts, and the regular days off.

Why it is being eliminated
In July 2024 the FAA and the National Air Traffic Controllers Association signed a memorandum committing to work with a scientific expert panel on controller fatigue and to identify alternatives to the counter-clockwise rotating 2-2-1 that eliminate the use of the schedule. It is unusual to see an employer and a union agree in writing to abolish a rotation by name.
The rest rules followed. From January 2025, every operational facility runs ten hours off duty between all shifts, and twelve hours before and after a midnight. That is the part that ends the rattler in practice: the tightest turnarounds in a counter-clockwise week cannot be rostered inside a ten-hour floor, let alone a twelve-hour one around the midnight.
So if you are reading this as a controller, the honest position is that the 2-2-1 is on its way out and what replaces it is being negotiated facility by facility. If you are reading it as someone who works a rotation somewhere else, it is worth knowing that the fatigue argument was won with evidence, and the remedy was rest between shifts rather than fewer hours.

What that means for keeping a calendar
A schedule that is negotiated annually, bid by seniority, and currently being replaced is the worst possible fit for a fixed template. What survives every change is the need to see your own next month.
