Lakewood police officers and extra duty hours
Most departments say off-duty work must not cause fatigue. Lakewood puts a number on it, shows the working, and tells supervisors to enforce it.

A fatigue policy that names the number
Lakewood's policy PP-4212, Maximum Work Hours, took effect on 30 July 2025. It is not an off-duty employment policy in the usual sense — it says nothing about rates, approval or uniforms. It governs something more fundamental: how many hours of extra duty a week can actually hold.
Almost every agency in this section has a sentence saying outside work must not impair fitness for duty. Lakewood is the one that turns that sentence into arithmetic, and then makes supervisors responsible for the sum.
Thirty-six, of which eighteen
The structure is two nested ceilings.
Extended duty hours — all compensated work beyond the regular shift, counting department overtime and extra duty together — are capped at 36 hours per workweek.Inside that, there is an extra duty sub-limit of 18 hours a week. So extra duty can never be more than half of the extra hours an officer works, no matter how the rest falls.
The policy works the example itself, which is unusual and worth reading as written: if 18 hours of extra duty are worked, only 18 overtime hours may also be worked; if no extra duty is worked, up to 36 overtime hours are permitted.
Set that against the rest of this section and it is tight. Jacksonville allows 120 hours of secondary employment a month — nearly 28 a week. Dallas works to 80 hours a week across everything. Lakewood's 18 is the lowest published extra-duty ceiling here, and it is a weekly one, so a heavy fortnight cannot be averaged out.
The rest period the officer cannot sign away
Eight consecutive hours off in any 24-hour period, with no compensated work performed in them. That much several agencies have.
The Lakewood wording goes further in two ways. First, the rest period may not be waived by the employee — it is not the officer's to trade for a lucrative job. Second, no off-duty or extra-duty employment may be worked during it at all.
And the rule reaches everything: it applies to shift changes, shift trades, rotation, overtime, training, on-call, off-duty and extra duty alike. A rotation change that shortens the gap between tours counts the same as a detail. For anyone working a rotating roster, that is the line that decides whether a job on a changeover day is possible at all.
There is a separate hard stop: no employee shall work more than 16 continuous duty hours.

Who has to do the counting
The policy puts the obligation on both sides, and it is specific about the moment it bites.
Officers must track hours in the payroll system, refrain from accepting work that would breach the limits, and — the useful one — inform supervisors of all hours worked since their last rest period before accepting additional duty. Not afterwards, and not at the end of the week.
Supervisors must monitor extended duty hours weekly, document any exception, and deny overtime or remove from duty any employee exceeding the guidelines. Removal from duty is a strong remedy to put in writing.
Exceptions need a commander or higher, and only in five named situations: critical incidents and public safety emergencies, instructor-led training outside normal hours, mandatory court appearances beyond the employee's control, minimum staffing due to absences or vacancies, and special event deployments.
One more clause deserves quoting for what it assumes: an employee who feels unable to continue duty through physical or mental exhaustion must tell a supervisor immediately, and the supervisor is responsible for arranging relief without undue delay. The burden of finding cover is not the tired officer's.
Why this is the page to read before taking a detail
An officer deciding whether to accept extra duty on a given day is really answering three questions at once: how many extra hours have I already worked this week, how many of those were extra duty, and when did my last eight-hour rest end?
Lakewood is the only agency here that publishes all three thresholds in one place. The department also makes plain that the employee is responsible for ensuring off-duty employment does not interfere with regular duty or breach the rest period — so knowing your own month is not administrative tidiness, it is the rule.
What this page cannot tell you
PP-4212 covers hours and nothing else. It does not say what extra duty pays, who coordinates it, which employers are refused, or what may be worn.
