Bloomington Police Department entry pay

What this agency pays a new officer to start, and how that compares with the rest of the country.

Entry pay onlyEvery salary here is what an officer is paid on day one, out of the academy — base pay on a 40-hour week, with no overtime, shift differential, specialty or education pay counted. Nobody stays on it.

Bloomington Police Department starts at $82,909 a year — about $39.86 an hour on a 2,080-hour year, before overtime. That is $14,519 above the median of the 1,681 agencies on this list, and $11,645 above the median for municipal agencies.

Cost of livingPrices in Minneapolis-St. Paul-Bloomington, MN-WI run about 5% above the national average, so this is worth roughly $79,095 somewhere at average prices — $3,814 less than the headline figure. Most of that is rent, at 112 against a national average of 100, where goods are 103. Based on price levels for this metropolitan area, from the U.S. Bureau of Economic Analysis, 2024. The salary above is what the employer publishes; this line is our arithmetic on it, and nothing on this site is ranked on it.

How big the department isBloomington Police Department reported 135 sworn officers and 39 civilian staff to the FBI for 2025. That is 1.5 officers per 1,000 residents, over a population of 87,974.A rate is only meaningful for a city department, where the population served is the city’s own. Reporting to the FBI is voluntary, so a count can reflect a partial return as easily as a small agency, and the FBI asks that agencies not be compared on staffing. What Bloomington says about itself

Mission: To always be respectful while keeping our community safe. Vision: To be the most respected police department. Core value: Respect, demonstrated through our compassionate and honest service.

What Bloomington does

Bloomington Police Department serves a Hennepin County city of some 83,000 south of Minneapolis, working from West Old Shakopee Road through divisions covering patrol operations, patrol special operations, investigations, professional standards and support services. Patrol Operations is the uniformed and most visible division, and also plans and manages the city's emergency procedures, assessing critical areas and coordinating relief efforts with other departments in a disaster. Five officers and their canine partners handle regular patrol work alongside specialised deployments, and a police honour guard formed in 2006, made up of nine officers from across the department serving on an extra-duty voluntary basis, represents the department at line-of-duty funerals and at the annual Police Memorial at the Minnesota State Capitol. The department belongs to LOGIS, a consortium of Minnesota local government units sharing technology, and runs a SafeCam scheme registering residents' and businesses' cameras for detectives to draw on.
