It was established on 1 July 1958 with a lieutenant, three sergeants, two investigators, a juvenile officer, 17 patrol officers, a secretary and a clerk — 25 officers by the end of that year for a population of 29,000. The city is divided into three patrol zones covering north, central and south Fremont, drawn by population and expected call volume rather than by geography or council districts, with an average of three to four officers patrolling each at any time. Patrol is run in a team structure under lieutenants serving as watch commanders.
