Redlands Police Department serves a San Bernardino County city of some 73,000 in the Inland Empire, authorized for 98 sworn officers and 49 full-time professional staff. It practises what it calls risk-focused policing — identifying the risk factors that lead to crime and acting on them before offences occur — alongside conventional street crime and gang suppression, narcotics and traffic work. Its patrol services bureau provides 24-hour cover, and the department is heavily augmented by volunteers: a citizen volunteer unit of around 25 members carries out vacation house checks, after-hours commercial patrols and near-constant random patrol in marked cars, supported by active police reserve, chaplain and explorer units.
