Roseville Police Department was established on 25 November 1931 with a chief and five officers, taking over from the town marshals and night watchmen who had policed the Placer County city before it. Its patrol officers work in teams on a 4-11/3-12 schedule — four eleven-hour shifts one week followed by three days off, then three twelve-hour shifts followed by four days off — spread across day, relief, swing and night shifts. Each shift begins with a work-out period, after which officers take briefing with their shift sergeant before heading to their assigned beat. The city is divided into seven police beats containing 45 neighbourhood associations that also serve as reporting districts.
