TSA's own airport fact sheet states that Aspen "maintains a seven days per week flight schedule" and that "ASE is currently assessing candidates for full-time and part-time positions. Those shifts are: Full-time is 40 hours per week tour of duty, Part-time is 30 hours per week tour of duty, five (5) days of six (6) hours". TSA's own press release adds that officers are eligible for shift differential pay for early morning and evening shifts and on Sundays and federal holidays, with overtime at time and a half.

The two days off in the month above are an example, and that is the point. TSA gives the tour - five days of six hours part time, forty hours full time - and not which days are off, so no cycle is drawn. You mark your own two days once and the year fills itself in.

What is inside this figure. LOOK AT WHAT TSA IS PAYING TO STAFF THIS ONE. The locality is 17.06% - the LOWEST rate in the section, the same as Tampa and Knoxville - and yet Aspen starts $16,000 above Tampa. The difference is a RETENTION INCENTIVE OF 25% OF ADJUSTED PAY on top, plus a SIGN-ON BONUS OF UP TO $20,000, the largest in this data, paid in two instalments over the first twelve months. TSA states that continuation of the incentive is contingent on annual approval and funding, so a quarter of this figure is not guaranteed. It is a ski-resort county where the cost of living has nothing to do with the federal locality table, and the incentives are the agency's answer to that.
