The Morrow County Sheriff's Office polices the north-central Oregon wheat and wind country from Heppner, running uniformed patrol, criminal investigations, marine patrol, search and rescue, court security, a school resource officer, the jail, the county 911 center, parole and probation and an off-highway vehicle park. Its deputies are represented by Teamsters Local 223 on a thirteen-step scale that prices the three DPSST certificate levels as separate grades - Basic, Intermediate and Advanced - with no trainee or recruit class beneath them.

$60,675 is the County's OWN annual figure for grade 20 Step 1 and no arithmetic has been applied to it. THE GRADE'S THREE RATE ROWS CARRY NO LABELS AND THE ARITHMETIC IDENTIFIES THEM: $29.17 x 2,080 is $60,673.60, and $29.17 x 2,080 / 12 is $5,056, so the rows are hourly, monthly and annual in that order. Reading the $5,056 row as bi-weekly - which is how a summarising fetch reported it - would have made the annual $131,456, which nothing on the page supports. THE CERTIFICATE LEVEL IS THE GRADE, AND BASIC IS THE BOTTOM OF IT: grade 20 is Deputy Sheriff, Basic, grade 21 is Deputy Sheriff, Intermediate at $63,467, and grade 22 is Deputy Sheriff, Advanced at $66,369, which are the three DPSST certificate levels priced as separate grades rather than as premiums. Nothing sits beneath Basic and there is no trainee, recruit or cadet class anywhere on the scale. Excluded from the figure: the twelve steps above Step 1, which run to $83,958, and both higher certificate grades. THE DATE IS A YEAR BEHIND EVERY OTHER UNIT AND THAT IS STATED RATHER THAN HIDDEN: on the County's Pay Scales page the AFSCME General, AFSCME Road, Non-Represented and Sheriff's Sergeants scales are all dated 1 July 2026 and ONLY the Teamsters (MCSO) one is dated 1 July 2025. The reason is visible on the County's own Collective Bargaining Agreements page: the deputies' agreement, "Morrow County Sheriff's Association, Teamsters Local 223", ran July 2023 to June 2026 and NO SUCCESSOR IS PUBLISHED, while the Sergeants signed a new one running 19 March 2026 to 30 June 2027 and got a 2026 scale with it. So this is the County's current published deputies' scale, standing on a lapsed agreement. RE-READ IT WHEN THE SUCCESSOR APPEARS.
