The row's $66,560 is exactly $32.00 an hour x 2,080 and is sourced to a continuous posting effective 1 January 2025 - twenty months old at the time of this note. Spectrum News 13 reported on 18 November 2024 that Sanford city commissioners had approved a resolution raising the police officer starting salary from approximately $52,000 to $58,000, with a $5,200 annual increase for all officers, at a cost to the City of over $1 million. $58,000 in November 2024 and $66,560 six weeks later do not sit together, and neither figure reconciles to the other through the stated $5,200 step ($58,000 + $5,200 = $63,200; + $5,200 = $68,400). ONE OF THREE THINGS IS TRUE and the row cannot say which: the posting figure includes something the resolution figure excludes; the resolution was superseded before or at implementation; or the news report described a different measure from the posting. ROUTES NOT YET TRIED, IN ORDER OF LIKELY YIELD: (1) the City's annual Pay and Classification Plan - Sanford adopts one by ordinance each fiscal year, which is the governing document and would state the Police Officer grade minimum outright; (2) the FOP collective bargaining agreement covering Sanford police; (3) the commission agenda packet for the meeting of 18 November 2024, which would contain the resolution and its attached pay scale; (4) the FY 2026 adopted budget book. NOTHING IS PUBLISHED OR CHANGED UNTIL ONE OF THOSE IS READ - the news report is not an agency document and does not displace the posting, and the posting's age does not by itself prove it stale. ROUTES 1-4 WORKED 13 SEPTEMBER 2026. THE MEASURE IS NOW SETTLED; THE CURRENCY IS NOT. MEASURE: Sanford runs two classes, and the row is on the right one. The City's own posting states that applicants currently enrolled in Florida Law Enforcement Certification training may be hired as POLICE OFFICER CADET at $20.00 an hour for a 40-hour week, with tuition reimbursement up to $3,500, and must obtain State certification within 60 days of academy graduation; appointment to Police Officer follows at 21. That is the same shape as Palm Bay - the Cadet class is a SPONSORSHIP route for someone still in training, running parallel to a Police Officer class that is itself open to anyone certified with no prior sworn service. Under the entry-pay test, certification never disqualifies and only prior sworn service does, so the Police Officer rate is the correct day-one figure and the $20.00 cadet rate is rightly excluded. CURRENCY: STILL OPEN, and the deciding page is now located precisely rather than merely named. The City of Sanford FY 2026/2027 budget at sanfordfl.gov/wp-content/uploads/2026/06/2027-Proposed-Budget-optimized.pdf carries a GRADE SCHEDULE at PAGE 306 (its table of contents lists it under Workforce, after Full Time Equivalents 302 and Summary of FTE Changes 304). That schedule states the Police Officer grade minimum outright and settles $66,560 against the $58,000 in the November 2024 news report. Text extraction reached only about page 93 of the document. ALSO LEARNED, AND IT BEARS ON ANY RECHECK: the City Manager's transmittal of 30 June 2026 says the budget funds a 4 per cent salary increase covering COLA and merit, and states in terms that THE IAFF AND THE FOP ARE STILL UNDER NEGOTIATIONS - so police pay for FY 2027 was unsettled as at that date, and the governing figure remains the FY 2026 schedule until the FOP agreement is concluded. Sanford has 148 authorized sworn officers per the same budget.
