St. Albans Police Department entry pay
What this agency pays a new officer to start, and how that compares with the rest of the country.
Entry pay onlyEvery salary here is what an officer is paid on day one, out of the academy — base pay on a 40-hour week, with no overtime, shift differential, specialty or education pay counted. Nobody stays on it.
St. Albans Police Department starts at $54,288 a year — about $26.10 an hour on a 2,080-hour year, before overtime. That is $12,397 below the median of the 2,288 agencies on this list, and $13,852 below the median for municipal agencies.
Cost of livingPrices in Vermont run about 2% below the national average, so this goes about as far as $55,420 would somewhere at average prices — $1,132 more than the headline figure. That average hides a wide spread: utilities at 126, where goods are 97. Based on state-wide price levels, because this agency is not tied to a single metro area, from the U.S. Bureau of Economic Analysis, 2024. The salary above is what the employer publishes; this line is our arithmetic on it, and nothing on this site is ranked on it.
How big the department isSt. Albans Police Department reported 26 sworn officers and 13 civilian staff to the FBI for 2025. That is 3.7 officers per 1,000 residents, over a population of 7,072.A rate is only meaningful for a city department, where the population served is the city’s own. Reporting to the FBI is voluntary, so a count can reflect a partial return as easily as a small agency, and the FBI asks that agencies not be compared on staffing. What St. Albans says about itself
The St. Albans Police Department is a community oriented, full-service police agency.
What St. Albans does
The St. Albans Police Department is a community-oriented, full-service police agency serving both St. Albans City and St. Albans Town in Franklin County, northwestern Vermont, from 142 South Main Street. The Department calls St. Albans the largest municipality in Franklin County, and puts its patrol area at roughly 62.5 square miles - rural farmland, urban city life, shopping areas and parts of Lake Champlain. It offers a full complement of patrol, detective and fire investigative services, and is a state E-911 answering point providing emergency dispatch for Franklin County agencies and parts of Chittenden County. Patrol officers work twelve-hour shifts with every other weekend off, with a $1.30 an hour shift differential.
Where the figure comes from
Checked 20 September 2026. Saint Albans Police Department, Hiring: "Competitive Salary: Starting salary range between $54,288.00 to $64,875.20 depending on experience." — open the source document
$54,288.00 is the bottom of the Department's own published starting range and no arithmetic has been applied to it. The range is expressly qualified 'depending on experience', which is what fixes the bottom as the no-experience rate rather than a range minimum floating free of any step. Trainee class: NOT PRICED - the Department names no separate cadet, recruit or academy wage. Prior sworn service is not required, and the Department proves it in the same block: the sign-on bonus starts at $10,000.00 WITH Vermont Level III certification, so certification is a premium on top rather than an entry condition, and the Department points applicants at the Vermont Police Academy's 116th Basic Training Course and its new 500-metre row and 1.5-mile run standards. $64,875.20 is the top of the starting range and is a ceiling on the entry placement, not a step. Excluded from the figure: the $1.30 an hour shift differential, overtime, and the $10,000 certified sign-on bonus. THE FIGURE CARRIES NO EFFECTIVE DATE. NEXT DOCUMENT: the City of St. Albans wage schedule or the police union agreement. NAME TRAP: St. Albans City and St. Albans Town are separate municipalities, but ONE department polices both - the Department says so itself. There is also a St. Albans in West Virginia with its own department. SHIFT PATTERN PUBLISHED: 12-hour shifts, every other weekend off.
Entry-level base salary only. Overtime, bonuses, education incentives, shift
differentials, locality pay and lateral rates are excluded, so most officers earn more
than this.
