Westbrook Police Department entry pay

What this agency pays a new officer to start, and how that compares with the rest of the country.

Entry pay onlyEvery salary here is what an officer is paid on day one, out of the academy — base pay on a 40-hour week, with no overtime, shift differential, specialty or education pay counted. Nobody stays on it.

Westbrook Police Department starts at $73,736 a year — about $35.45 an hour on a 2,080-hour year, before overtime. That is $5,346 above the median of the 1,681 agencies on this list, and $2,472 above the median for municipal agencies.

Cost of livingPrices in Maine run about 3% below the national average, so this goes about as far as $75,977 would somewhere at average prices — $2,241 more than the headline figure. That average hides a wide spread: utilities at 135, where goods are 97. Based on state-wide price levels, because this agency is not tied to a single metro area, from the U.S. Bureau of Economic Analysis, 2024. The salary above is what the employer publishes; this line is our arithmetic on it, and nothing on this site is ranked on it.

How big the department isWestbrook Police Department reported 47 sworn officers and 5 civilian staff to the FBI for 2025. That is 2.2 officers per 1,000 residents, over a population of 21,633.A rate is only meaningful for a city department, where the population served is the city’s own. Reporting to the FBI is voluntary, so a count can reflect a partial return as easily as a small agency, and the FBI asks that agencies not be compared on staffing. This cycle has its own page: how it works, and how to build it.

Westbrook publishes the days on and off but not which are days and which are nights. In BlueShifts you choose that yourself — every shift can be a day, a night or a 24-hour tour, and the calendar marks it with a sun, a moon or a clock.

A 4-on-3-off cycle is seven days long, so it never lines up with the calendar week — your days off walk forward and the same weekday is on one month and off the next. Build the cycle once in BlueShifts and every month is drawn for you, months ahead.

Where the figure comes from

Checked 15 August 2026. City of Westbrook — Careers, police officer pay scale — open the source document
Westbrook starts a police officer at $35.45 an hour, $73,736 a year at 2,080 hours, on a scale the City publishes with its vacancies. Officers work four days on and three days off on ten-hour shifts. The department offers a twenty-year, no-age pension through the Maine Public Employees Retirement System with annual cost of living adjustments, and stipends for specialty assignments, education, military service, foreign language and physical fitness, which are added to the base rate. Transfer candidates are placed on the scale at the step matching their years of full-time law enforcement experience, with no cap on years credited.
Entry-level base salary only. Overtime, bonuses, education incentives, shift differentials, locality pay and lateral rates are excluded, so most officers earn more than this.

How this level compares

Where Westbrook sits is partly about the agency and partly about which level of policing it belongs to. The three levels do not pay the same.
