What Bartlesville does
The Bartlesville Police Department is the city force for Bartlesville in Washington County, north-east Oklahoma, working from the Public Safety Complex on South Johnstone Avenue under Chief Andrew Ward. The department runs a Criminal Investigation Division, Patrol Division, Service Division and Community Policing Division, along with parking enforcement, records and identification, and animal control. It also operates the E-911 Dispatch Center for Bartlesville, Dewey and Washington County, funded by a monthly fee on landline customers together with the county's share of the statewide per-line cellular fee. The department publishes its policy manual and an annual report, runs a Citizens Police Academy, a Police Explorers programme and a police reserve, and maintains a Flock Safety transparency portal for its automated license plate reader programme. Officers are issued uniforms, equipment and firearm, work a 41-hour week, and retire under a twenty-year pension.

The City states two starting rates side by side: $27.62 an hour for a NEW RECRUIT and $28.31 for CLEET certified officers. The recruit rate is the one published here, because it is the rate for someone arriving without certification. THE ENTRY TEST IS SETTLED ON THE SAME LINE: the higher rate is conditioned on holding CLEET certification, and the Lateral Entry Program takes state-certified officers in at up to step five, which the City itself prices at $31.25 an hour or $65,000 a year. THE ANNUAL FIGURE USES THE CITY'S OWN ARITHMETIC: $31.25 x 2,080 = $65,000 exactly, so the City annualises at 2,080 hours and the same multiplier is applied to the recruit rate. Note that the City separately describes a 41-hour work week, which does not change the published hourly rate. Excluded: the $3,000 sign-on bonus at hire and a further $3,000 at one year for CLEET certified officers, education incentive pay, longevity pay, the annual equipment allowance and the take-home car programme, which requires living inside the city limits.
