The Milton Police Department serves the city of Milton in north Fulton County, Georgia, on the northern edge of metropolitan Atlanta. The Department runs a Career Development Program with pay incentives and a SWAT assignment, reimburses tuition up to $3,000 a year, and gives paid time off rising from 133.1 hours a year in the first year of service to 266.3 hours at ten to fourteen years, with up to 252 hours carried over. Officers are enrolled in a 401(a) with the City and the employee each contributing 6.2 per cent, alongside a voluntary 457 plan the City matches at 200 per cent of the employee's contribution up to 12 per cent. Officers who arrive already certified receive a $4,000 sign-on incentive, half after field training and half after probation.

$54,431 is the City's own annual base figure and no arithmetic has been applied to it. THE NON-LATERAL TEST IS SETTLED BY HOW THE CITY PRICES CERTIFICATION: it is a BONUS, not a different base - '$4,000 sign-on incentive for certified officers - $2,000 after FTO and $2,000 after probation' - so an already-certified applicant and a candidate with no prior service start on the same base pay and the certified one simply collects an incentive on top. Trainee class: NOT PRICED - the City names no separate cadet, recruit or academy wage. Excluded from the figure: that $4,000 certified sign-on incentive, the Career Development Program pay incentives, SWAT pay, tuition reimbursement of up to $3,000 a year, and the retirement contributions (a 401(a) with the City and employee each putting in 6.2 per cent, and a voluntary 457 the City matches at 200 per cent up to 12 per cent).
