What Tillamook County does

The Tillamook County Sheriff's Office polices the unincorporated Oregon coast from Tillamook and runs the county jail, community corrections, civil process, courthouse security and search and rescue on land and water, backing the municipal police departments in the county's towns. Its deputies are represented by Teamsters Local 223 on a ten-step table whose steps are three per cent apart, with no trainee or recruit class beneath them and with criminal, corrections and parole deputies all priced on the same range. Since January 2025 the County grosses new hires' base wages up by six per cent to cover the required PERS employee contribution, and publishes that as a separate schedule.

$67,308.00 is the County's Step 1 monthly figure for Criminal Deputy, $5,609, at twelve months. The table states its own hours basis - "2080 yearly base hours" - so nothing is assumed, and it cross-checks: the same range TA prints Parole and Probation Deputy as an ANNUAL of $67,311, three dollars apart on rounding alone. THE TABLE CARRIES TWO RATE SETS FOR EVERY RANGE AND THE CONTRACT SAYS WHICH ONE A NEW DEPUTY IS PAID ON. The pay table prints range TA twice - once at $5,292 a month and once, labelled PERS/OPSRP, at $5,609 - with no legend explaining the difference, and the gap is 5.99 per cent. The Teamsters Local 223 agreement settles it in two places: "The salary of new hires employed on or after January 1, 2025, will be grossed up by six percent (6%) to reflect their required contribution to PERS", and "The County shall gross up newly hired employees' base wages by six percent (6%) to compensate for the required PERS employee contribution." So the PERS/OPSRP block is the new-hire schedule and the lower block is not. Publishing $5,292 would have understated every deputy hired since 2025. THE STEPS ABOVE ARE TIME, NOT CERTIFICATION: the agreement states "Steps are three percent (3%) apart". THERE IS NO TRAINEE, RECRUIT OR CADET CLASS on the Teamsters table, and the three sworn titles at range TA - Corrections Deputy, Criminal Deputy and Parole and Probation Deputy - are the same money displayed in three different units, hourly, monthly and annual respectively, so no patrol-versus-custody choice arises. Excluded from the figure: the nine steps above, topping out at $7,319 a month; the six per cent longevity premium the agreement adds separately; the Teamsters Sergeants table; and the Corrections Technician and Records Clerk ranges.
Entry-level base salary only. Overtime, bonuses, education incentives, shift differentials, locality pay and lateral rates are excluded, so most officers earn more than this.
