What Harris County Constable Precinct 8 does
The Harris County Precinct 8 Constable's Office is one of eight elected constable offices in Harris County, covering the south-east of the county from Pasadena. A Texas constable is elected by the voters of a justice of the peace precinct for a four-year term, and the deputies the constable hires are the sworn staff. The work runs on two tracks: the civil side that the office exists for — serving citations, subpoenas, evictions and writs, clearing warrants and providing a bailiff for the justice court — and, in a precinct this size, marked patrol, traffic and DWI enforcement alongside it. A Texas peace officer license carries county-wide authority, so the precinct describes where the office is based rather than the limit of its powers. Harris County's eight precincts together employ close to 1,800 deputy constables, and much of that patrol is bought: under the county's contract deputy programme, subdivisions, municipal utility districts and homeowners' associations pay most of the cost of a deputy assigned to their neighbourhood.

The flyer states in its own words that NO PRIOR EXPERIENCE IS REQUIRED, and asks only for a current Basic Peace Officer license from TCOLE, a high school diploma or GED, US citizenship and a valid Texas driver's license. A license is not experience, so $78,452 is the entry rate for a deputy constable with no prior sworn service.
